From health to education, there are a lot of gaps that need bridging in the country. At a time when the world is in a global crisis, every leader must step up and be in action. For the past and present administrations, to take action means to construct edifices that show the Filipinos their power. And who better reports this so-called progress than Department of Information and Communications Technology (DICT) undersecretary, Anna Lamentillo? 

Lamentillo’s book, Night Owl, details the figures on the “Build, Build, Build” program with specific numbers of roads, bridges, flood mitigation structures, evacuation centers, classrooms, as well as airport and seaport projects built during the past president’s six-year term. 

With the said program transitioning into the current government’s “Build Better More,” Lamentillo reiterates the government’s plans to continue this program, which will now include digital infrastructure. 

“The strengthened digitization efforts of the government at present will provide Filipinos not only opportunities to learn new technologies, but also access to online learning, telemedicine, online banking, and other digital services,” the author mentioned. 

The former BBB committee chair also inserts her personal narratives on witnessing the change in the government’s infrastructure network that aligns with the Master Plan on ASEAN Connectivity. 

Furthermore, Lamentillo forwards the administration’s plans to ensure each Filipino’s easy access, such as the National Broadband Program, free Wi-Fi for all, and satellite connectivity for Geographically Isolated and Disadvantaged Areas (GIDAs). 

Making sense of the book’s title, it is truly in the wee hours of the night that we can be on the lookout for what it’s in store for the current administration’s plans.
